Objections raised had included doubt about the scheme’s viability.
But planning inspector Christina Downes ruled that the project should go forward.
And Birkenhead Cllr Brian Kenny is keen for work to get underway.
Cllr Kenny said: “It’s still very much all systems go and I very much welcome the proposed development.
“It’s very much needed in that part of the ward, to provide a service to people and create a lot of extra, much-needed jobs.
“Planning permission has been granted and it’s now just a question of time.”
Phil Bartrem added: “We’re still committed to bringing the store to Birkenhead.”
Work is expected to begin in the next year.
