Wirral council held talks with Japanese developers, but concluded in 2000 it could not afford it.
In June, 2001, renowned sculptor Tom Murphy produced plans for a giant Neptune statue in the Mersey, but that also failed to materialise.
The current £35m Neptune scheme follows the successful rebuilding of the Floral Pavilion theatre.
It received planning permission in August with surprisingly little opposition, given the furore which had greeted earlier plans.
They include a new Morrisons supermarket, 66-bedroom hotel, digital cinema, bars, restaurants, watersports training centre, model boating lake and public Lido, to be completed before the end of 2011.
