Inspector’s letter reveals how Wirral Council failed to change library closure report

Ms Charteris, who has not given any interviews about the inquiry, responded point by point to objections raised in the letter from the council about her draft report.

At one point, she said: “I do not accept your view that the inquiry dismissed your evidence; this was thoroughly tested at the inquiry.

“It really is not helpful at this stage to present the council’s evidence as fact and community groups’ evidence as hearsay.

“I am sure this is not your intention.”

She added: “In respect of the report, I have made some clarification amendments as a result of this final round of helpful comments prior to submission to the Secretary of State.

“I do not consider any of these amendments change the substance of the recommendations and conclusions of the report.”
