Mr Chapman was one of the MPs named in the recent expenses scandal after it emerged he claimed more than £15,000 for mortgage interest he no longer paid.
The former civil servant and diplomat said he followed the advice of parliamentary officials, and last month received a letter from the Commons fees office expressing “personal regret” over the “error”.
Mr Chapman, who is due to stand down at the next election, said this week: “While I quite understand the need for comedic effect, it does not excuse accusing someone of fraudulent conduct. I have letters from the House of Commons Fees Office (published on my website) demonstrating that I have done nothing wrong."
